You're right. Rogi manipulated Asoda (through a shared acquaintance) to get him to send Tatsuyuki to Fukuoka. Then he manipulated the situation to get Tatsuyuki to be indebted to him, knowing that Tatsuyuki would be too prideful to ask his dad for money.
If it weren't for Nozomi meeting Tatsuyuki by chance, he might have succeeded in drawing Akitora out (or at least Asoda). But, it's probably for the best that he didn't. Pretty sure Akitora would have killed him or at least beat the shit out of him.

I think at the end of Yondaime, Rogi was surprised himself that he'd find another person who can fulfill the holes in his heart, mind and soul (lol); a person who is 1) female, 2) a kid and 3) he can't have sex with. Even in Jealousy in the present timeline, Reika as pre teen, still surprises Rogi at how big her heart is and how intelligent, sensitive and mature she is.
