I don't find it strange tbh After killing Bum's uncle, Bum was upset so I think Sangwoo held himself back so that he wouldn't hurt Bum emotionally again. He's starting to realize that his actions have consequences, hence why he is so apologetic towards Bum nowadays.
He's desperate to keep Bum by his side but he knows that he's messed up so not killing someone is the best he can do XD
As for Bum, I am almost 99% sure that he is going to buy Engagement rings for him and Sangwoo for Sangwoo's birthday. Christmas just passed by in the story based on decorations in previous chapters so January is coming up soon. Bum probably asked for the money so he could buy the rings. It makes sense when you also take into account the conversation they had at the beginning of the chapter about ring fingers and lovers.
I just hope Sangwoo doesn't do something stupid before Bum can give him the rings. The man is slowly losing his mind more than before to the point that he is hallucinating (i.e. Seeing Bum hooking up with the girl) so he COULD do something crazy next chapter.
