
Their discussions and interactions feel healthy for both. It's so Tamaki can express his trauma and Shii can express his affection. Tamaki doesn't know what romantic love feels like (does anybody really know though...) but Shii has no experience either, except what he feels for his friend.
Shii has been questioning his feelings for years and came to terms with them, so it's like he is taking Tamaki's hand to walk him through that too, but a little faster than if he left him alone.
Their honesty with each other make me think they won't abuse one another because the affection is deep and reciprocated, although it's not categorised the same way.
