No, actually, it's the tattoo for kings. His sister became the Green King before he did, which is why they thought that Hisoku died. (It's Hisoku, btw. Not Hink. I think the translators got that wrong.) But at this point of the story, it is not known whether she actually died or has the power to transfer "king-ship".
