He might. The only ones who know rasengan are Minato, Jiraiya, Kakashi, Konohamaru, Boruto, and Naruto.
Jiraiya was a grown-up ero-novel writer and his life was spent drinking and playing with women, I'd actually surprised if he didn't have at least one or two illegitimate child. #－.－)
If my calculation is right, based on the speculated ages of them at the beginning of naruto (from google ofc):
Assuming Naruto was born when Minato was 25, and Jiraiya is 10-14 years older than Minato (like Kakashi-26yo to Naruto-12yo at the beginning of Naruto)
Naruto: 12-13, in Boruto: 31-33
Minato: 37-38, B: 58-59
Jiraiya: 50, B: 70
Then, if Jiraiya (if still alive) in Boruto is 70ish, and assumd to have kids in between his age of 25-35yo, his kids (if any) in Boruto would be 35-45yo.
(Even if Kakashi have kids in his 25is)h, in Boruto his kids should be in their late teen or early 20s, just like Azuma's kid.
Or maybe Koji is simply Naruto's "senpai" from the same master. (⌒▽⌒)
