Yes Seowoo thought of this idea because he's socially awkward with others. Was it the best idea, definitely not. He didn't think of the repercussions in the end.
Jaewoo agreed because he believes he should. He fell in love with Ohn as a result but thats something he should talk about with his brother rather than continuing the lie. That one decision he made, just worsened the whole stupid plan. Does he honestly think that exchanging identities would earn Ohn's love because right now thats not the case.
You may say that Seowoo was the reason of it all since its his plan but it was still a mutual agreement and if he started to catch feelings, they shouldve communicated to lessen the effects. Not to mention, stopping the lie when they had the opportunity.
Ohn already hates men and now he's starting to become comfortable around them and they will literally destroy that development for their own selfish gains.

I feel really bad for Seowoo and tbh they could have just stopped the lying at that morning like they should have introduced themselves normally and just tried to get his attention somehow (even if seowoo had some sort of headstart. If jaewoo actually was the one ra ohn liked, it wouldn't have mattered)
