The webtoon didn't do a good job explaining the scene with the Emperor and Dian's uncle...
The uncle went to visit the Emperor because of the resentment he had about his sister's treatment.
The current Emperor is even more lacking in emotions than other people in his family (even though they are known for being lacking themselves, he's even worse), and he never really felt anything at all... Until he met Dian's mother, she was from one of the 7 Ducal families, and he was truly fascinated with her and she truly loved him. But the previous Emperor used his power to destroy the family (the same statute power mentioned in that chapter, so it's not something easily undone), which is why the uncle hated the Emperor and nobility and all that. Since the family was banished,the Emperor wasn't able to meet Dian and his mom anymore. Eventually they were all poor and the mom died, Dian grew up in the slums too.
For his love of Dian's mother, the Emperor is willing to help Dian have a chance to claim nobility and fight for the position with Sienna, but since he isn't his mother, the Emperor doesn't care about the consequences of his half hearted action.
Like the uncle said, it would be better to revoke the previous Emperor's statute and reinstate the family, but it might be more troublesome (for the Emperor himself, not his children) than what the Emperor is willing to do. He has no feelings of affection towards his children, so he doesn't care about the fight for the throne.

that is, A simple push could make you lose balance.. I could manage small heeled ones but the higher ones.. Hell no!!! .. It is hard to walk with confidence and also your damn feet hurts because of the increased pressure from the less surface area.. Wearing heels takes guts and practice..
That is why catwalk models and beauty pageants contestants really practice so damn hard to make their walk flawless..
