I think it's unfair to say that. Everything the cops said was true. There most likely wasn't enough evidence to convict him and filing charges would get the dude in trouble as well. Considering Korea being more conservative, harmful rumors to her may spread as well. Perhaps it wouldn't have turned out that way but he probably just gave her advice based on what he had seen happen.

Jamás una persona que se supone que su deber es protejer a los ciudadanos puede recomendarle a alguien que no presente cargos porque no hay suficiente evidencia, y lo que dijeron esas mierdas no era una recomendación, básicamente le dijeron que "no parecia haber puesto mucha resistencia cuando entro" y que como el que intento violarla estaba más lastimado que el otro el era la victima. La policia es una mierda y si hicieran bien su trabajo no habría malos rumores de una persona que intento ser violada y es acosada. So ACAB :)
