I think it just means that he is able to use some of the same moves from when he still had OFA. Maybe not ALL of them but probably aspects of black whip, a mechanical version of float, super strength things like that. He would still be quirkless but with the help of the tech he can still be a hero. So happy for him fr

Eri's quirk isn't literal time travel. Eri's quirk works for normal quirks as they are organic to the host's body, Mirio had an outside substance remove his quirk, so regressing to before that substance was in his system is what Eri did. but OFA is a quirk that is passed on and not native to the body. therefore it cannot give OFA back to deku
It'll probably end on a "he might get his powers back or he might not but he's still committed to being a hero~" I don't think it will end with a definitive removal or comeback of powers
