I think people are forgetting that he wants to kill the parents too, who control the military and government. Of course they aren't just going to let him kill them, and would rather sacrifice the lives of their people(workers) to protect themselves.
At this point, just let him kill them. So many actually innocent members of the army/police force were sent to die for the sakes of a few lives.
