Because I can't imagine why he would suppress him from using mana when he's so infatuated with his abilities of creating a world and his talent in using mana
At the end of the day L word was obsessed with engineering worlds and mana research I don't think his obsession is about their relationship alone it doesn't make sense to me that would make it kinda one dimensional which non of them are. like the world building and political aspects of this story is insanely good

Mr new assistant kinda red head: errand shop worker, grew up in the orphanage
Mr old Assistant and former friend: now dead, apparently killed by younger brother! , created(?)/was part of the firebird club , was kinda the reason some kids parents died (capitalism) and the kid went to this God damn orphanage
Director criminal : the said kid that parents died of bankruptcy, now in some criminal organization, is out for revenge from the mc because of their past and a client , arch nemesis anf coworker of some other kid from the orphanage
Cute stuttering little brother vibes turned creepy plot twist: The old friend's younger brother(parents abandoned him at THE orphanage) , killed said brother(reason unknown), plot twist: archnemesis of the criminal guy and apparently another director of the criminal organization , is somehow aware of the firebird club and is kinda out for mc's blood because of said club's incident.
Other plot twist: i thought mc's old friend was the one that set the club on fire with the members inside but turns out mc was the one that killed everyone because they were creepy, culty, people sacrificing, rich, sons or bitches...
