its probably because of the long break since the first side story. its normal for art styles to shift, you can even see the at the start vs the end of the main story there are some differences

The governer is planning to get rid of the Hojok clan he already killed their head by poisoning with the alcohol he gave him and the he conspired with one their men the one he visited that Yeonjo talked about. As for Yeonjo he knows the only way he can kill the governer is by poisoning him so he visited this two because they are the most ones that hate the governer and could help Yeonjo get poison.
