Making the uke 20 is the author's excuse to pass this off as "not shota yet giving the illusion like it is" the pedo-orgy is just part of the plot or character development/design. I've read a similar one where the uke is an adult but is drawn SO young. These authors are witty, lol.
He's 20 he literally said it in the first chapter (raws), and I think the mangaka made him seem like 9-11 years old on purpose, his body being that small is part of the plot in fact (at least the little plot this has lol)
