He went about it in such a way that doesn't let Toki sensei get defensive to attack. He admitted that there is in fact a problem that needs to be fixed while acknowledging Toki sensei's side of things. Toki sensei said she expexts a full out war so Tsuka chan coming from an understanding perspective threw her off enough that she became more receptive to what he is saying. I love how this problem is getting worked out by the author
Best of all: he knows that he's not infallible. He didn't put himself on a moral high ground. He talked to her person to person. Tried to understand her from his viewpoint the best he could and was just honest with her. That, that is an amazing teacher right there. Not only supporting his students, but trying to be better when it really counts and admitting his wrongs.
And the fact she's willing to take a step forward shows that she's a good person too, just misguided and blinded by trauma.

I can't help but think that the incident involved a student she cared deeply about and if it traumatized her that much her student probably chose to end her life or something. Hopefully it's nothing this cliche but I can't help but think that this is what happened. Her hatred didn't feel like superior v inferior but rather like a defensive one. Not saying what she's doing is right, just what I think is going on with that woman.
Ice never felt this satisfied reading about a couple into i found these two. They're both very understanding towards each other and don't really jump towards the wrong conclusion immediately. It feels refreshing
