I'm sorry, so after scrolling for hours in the internet and comment section I've finally found the theory I read (not really a theory, but a spoiler(?)). This was commented by Watcher at February 20.
The prisoner guy who gambles with Myeong-il is working for the creepy Uncle!!! You were right "sparkyonline" with your reply to me, the Uncle WAS spying on Jingi using prisoners instead of the usual guards.
The guy who plays with Myeong-il is being instructed to check for whoever has their hair dyed. BUT idk if he reported about Myeong-il yet...?

It was like the Uncle asked "Did anyone else get their hair dyed?" the prisoner dude doesn't answer immediately and says "...no, there isn't. The ones that did were quickly replaced"
Idk if that meant the prisoner dude reported correctly to the Uncle that there hasn't been anyone else that Jingi has hair-dyed because they were all replaced?
OR if he lied and false reported to the Uncle that no one's been hair-dyed, and the ones that did are being quickly replaced by Jingi anyway.
And he's actually not telling the Uncle about Myeong-il who is the ONLY one with his hair dyed for the longest time now.
Is he trying not to endanger Myeong-il?? Friend or Foe??

Okay, now that the most important news is done, time for the summary of each character this chapter:
- Jingi -
Myeong-il and Jingi are slowly going back to the way they used to be.
Jingi plans the dates on the calendar for when Heonjae and Myeong-il are released from prison.
Jingi then thinks about what else to teach Myeong-il for the remaining time. Then catches himself thinking about him, and asks himself why is he thinking about that. Then he lies down and presses the bite mark Myeong-il left on his thumb to his lips...

- Heonjae -
Heonjae during CPR class thinks about the trauma of his crime that the other prisoner triggered last chapter. He remembers how much the teacher turned out to hate Heonjae. He was afraid Myeong-il would hate him like that too.
After being imprisoned, he thought about the teacher, but he said with each passing winter, thoughts of him faded away. He spent these 9 years just learning things and following orders. Then just before the 10th year, he met Myeong-il.

He's just as usual. He gets news of the upcoming Sports Festival in the prison. 1st place wins a washing machine. Myeong-il wants to join and win because he says their house doesn't have a washing machine. And he invites Heonjae to compete with him in the Sports Festival to ensure the prize.

Also that one Korean comment on this chapter is right.
When you think about how Heonjae was reminiscing about the teacher who he cut both legs off while resuscitating the CPR mannequin... the doll was only half-body...
Then a panel later, Myeong-il was imagined in place of that mannequin...
The author is actually so scary with details like that in this manhwa, they didn't even directly imply it, but instead the panels just slowly make you stop and think "...oh, sh*t. wait a minute."
