Yes. Tae's mission was fucked up from the very beginning the moment they gave him the 'identity' of his supposed to be partner. Instead of a photo of his colleague, they sent a photo of Psikh, which is Zhenya himself.

In the novel, after Zhenya revealed his true identity, he r-word Tae and caused him multiple injuries. He let him go eventually, although it was more like he dumped him somewhere. Tae woke up, his injuries tended to by his original partner, who all along he thought was Psikh. There was this dialogue that was along the line of, 'I tried several times to approach you but how could I possibly do that when he's always beside you?'. The partner was just a nobody though, not a potential love interest or anything.

It may or may not be a sabotage from his employer. It was like, they were trying to get rid of him.
When Zhenya called Tae a 'foolish zaika', that was already a foreshadowing. Basically, he found it dumb that Tae was never suspicious of him and his connections.
