First of all, if you care for someone then the last thing you want is for them to cry. And even worst it would be if you are the reason for them crying.
Having said that this Kyouichi was an asshole and I don't thinks he ever cared about Nanao beyond some kind of fuel for his ego.
The first time he confessed Kyouichi's answer was deliberately calculated in order to make Nano cry. But he didn't and his ego got hurt. So he fixated on him and in making him cry.
