Did you read the manga? Yona did not had her revenge on Soowon early on the series because she realized that there's something more important which is to protect her country and do what her dad couldn't
And a revolution would not be good because the kingdom is already target of other countries, so it's like a double kill for her people if she decided to rule
And more important I hate Soowon but he is a good king and Yona knows that and that's why she cannot kill him
