Poor unnamed Ciel, he had lived his life until now being a look alike of the heir, the real Ciel. He must have been kept secret from the world as to act as decoy in case any attack, as the underworld whose cases they handle for the queen are not safe.
Sebastian has choosen the better Ciel as the master as he is very much capable of handling issues and who doesn't kill innocent people. Like what the real Ceil did to Agni, as their was no reason for him to kill him.
And the loyal servants who are currently working in the mansion have been found and kept by Sebastian under the order of Ciel. Its not like except Tanaka anyone else has any obligation to follow the new Ciel, who for them is none other than any stranger as their master is the unnamed Ciel.
