Sorry, I think I was wrong, they kind of confessed (more or less?) but they are not together. They are aware of each other's feelings but they are not together (?), well they said it is Gekkan It's to focus on the comedy, because the romance is just a background.
So much so that the scene where Hori admits his feelings for Kashima doesn't appear in the manga, it only appears the day after the group finds out and the joke starts.
