i firmly believe that there is no tragic backstory that will validate kisaki's actions
killing innocent people should almost never have validation. but it would be interesting to see kisaki harm these gangs on purpose so that it would meet its eventual downfall in the future because he's like takemichi where a loved one died due to gang violence so this is his "revenge".
