He's his page. It's like a personal servant who can work their way up to more important roles.
A page is a type of attendant or helper to a noble. So a lord like Nobunaga would have pages to help him with his daily tasks (like getting dressed for example). Nobunaga giving him the hair tie shows he wants Ranmaru to tie his hair up and get him dressed for the day - he wants Ranmaru as his page to keep him close. Hope that helps!
