I think they're both named Miho as a way to subvert your expectation. The initial thought being that taller Miho was binding shorter Miho because she didn't want her talking or interacting with anyone other than her. But what actually happened was taller Miho was bound to shorter Miho because she can't live without her... if that makes sense

Well this manga's probably going to be about the main couple overthrowing the system, so I wouldn't completely give up on it yet. It seems to be a deconstruction of the old fashioned shoujo ai manga style.
