So it turns out Fran's family acts as something like the king's sword and its members all (I think?) have an ability known as "dragon claws" which manifests these energy claw things (Fran can only manifest 3, his genius younger brother can do 6). As a tradeoff, one eye is a fake made of dragon stone. The ability should technically only be usable in their original country, but he can use it to an extent if he's near the border. Later on, his ability gets changed to the current country's dragon.
