I wonder if theres a special hero selection/training program for hero potentials that only takes in those with the most powerful quirks, and both dabi and hawks were a part of it. That would clear (in my mind anyway) why dabi knew hawks real name, and also why dabi "died" in the first place - under the gruelling pressure of that program
