I think i get it. Tora decided not to let rogi into the yakuza not because hes not suited, but because he loves him (although hes not too sure in what way) and doesnt want Rogi to end up trapped the way he is. Maybe the reason theyre seperated at present is also because hes still trying to protect rogi.. idk though
