I don't think they r tattooed eyebrows. I think that's just the artists style of filling them in. In the little characters on speech bubbles he has full eyebrows w an eyebrow slit on the right eye.

NO HATE but tbh the plot is kinda messy, and there's just something about the art style that I can just stand no matter how much I try to get use to it (I know that every artists have different unique art style, I myself is an artist too have my own art style) but AGhhggh... the art pisses me off. pls don't hate me it's just my opinion
