Yo I was also rereading today and I thought the exact same thing. Why add a sister and then never show her again? Where was she on Sanghee's coming of age ceremonies as a kid and a teen?

So after reading like the next two/three chapters, remember how when they were younger, Sanghee would control Hwanseong with chocolates? And a girl overheard and said she thought Sanghee was being rude? That girl was her half-sister. Sanghee also says she might've seen one when she was a baby. So the "sister" she's talking about is probably her half sister?
