I think even rape is considered too far. At first attempt of gang rape was because Karino, The King asked "his people" to do it by the power of his position as a king. But the second attempt of rape (by Inukai) was without Karino's permission.
Remember Karino say to Inukai "What if we lose a target? The game have to be reshufled" which lead to Karino's fear of losing his position.

He wanted to protect Anji but failed. He had to get those pics of Azusa or those pictures would be spread. They got spread in the end. I still hate him though.

Nahhh you misunderstood ahhahaa anji and inukai were blackmailed by Eno. He had to take pictures of Azusa and in exchange Eno wouldn't spread the pictures of anji in sexy lingeries. Anji and inukai left the game in the end and became targets just so they can freely be together because they asked Azusa not to tell anyone about those pictures or anything that happened and Azusa told them that he wants them not to be together anymore but they couldn't do that ,they love each other too much. So they decided to be targets and express their love freely. But in the end the pictures were thrown off the roof and everyone saw them. It ended tragically for them and Eno in the end says : Azusa , you are next. Poor Azusa.
