It's most likely to give the impression that she likes playing with him. The family are very sharp, so doing something out of place like purposely sending the people to a safe place and letting the escaped prisoner Kassis meet them is suspicious. It's more better to send them to the breeding ground so that she can lower the chances of being suspected. As it's already said, the family children likes playing with their toys, so Roxanna cannot be and isn't an exception.
