It sounds like she was just vain in the beginning, but did the job properly, but when FL was born and her powers started to diminish she turned cruel. There’s also the fact that there seems to be more than one ring or saintess as FL seems to be a second one. Mom could have pulled some shenanigans to get her hands on the power so it’s possible she’s not even a true saintess. The third option being she was originally the saintess which is why the other wings felt the instant loyalty, but when FL was born she became the real saintess and Mom was no longer the true saintess which is why she lost her power and the youngest wing didn’t feel instant loyalty bc she wasn’t actually the saintess by the time they met the daughter/FL is
