This is the most savage punishment he could have possible given. He knows that killing Yeonjo would only give him what he wanted most - a way out of his miserable life. By keeping him alive and forcing him into this situation, he is taking away the only thing Yeonjo has left - his pride. I don't know where they'll go from here, but I have a feeling it'll be painful.
