I guess people don't have a good image of policemen in Korea... They're just as shitty in the movies ╮(￣▽￣)╭ (maybe, just maybe, it has something to do with the fact that corruption is common in Korea)
Then again there wouldn't be much of a plot if they were great at doing their job and didn't sidetrack because of personal bias all the time.
