He's had a very feminine appearance for a male since the beginning of the manga, but I think he just looks even more girly since we don't see him often and the art style has changed a lot. In first chapter Minoru has smaller, upturned eyes. In the current chapter we see him in he has upturned eyes, but they're larger, including the pupil/iris which has made him appear even more like a girl.
They're also more rounded, less pointy. Maybe he just got cosmetic surgery bts.. lol
my thoughts exactly. It's kind of funny seeing him so cute and pretty in his normal clothes but I love him nonetheless ahaha
