I have a feeling that there's a piece of that chain in the bracelet, the one capable of sealing Leslie powers or something like this.
There shouldn't be any reason for a bracelet to need something heavy to maintain its shape, just stuffing it with something like wool should be enough.

Clearly the maid has heen bribed, not once she came off as evil and she seems genuinely concerned about her. Poor guards where just doing their job.
