the point of the chapter is that it's not a matter of woo-yeol being a bad or good guy, its showing that the way angels have a flawed sense of judgement when it comes to deciding whos good or bad; the fact theyre unable to realize that humans, most of the time, are in the gray area, and we do both good and bad things all the time. they already misjudged woo-yeol in the fact they believe he's a murderer, but in the test itself, they keep switching between thinking he's this good person to immediately saying hes evil.
