Izuku canon do have a vigilantes' mindset which I can agree because the law is to protect from abusers but is not supposed to stop helping people.
similar way I'm confused with Froppy's mindset after, during, & after the unsanctioned rescue of Bakugou. If they weren't there All Might most likely been defeated and dead and AfO escaping/won by killing another inheritor and their student watching their predecessor killed in live TV. it would have mostly destroyed Midoriya if he saw All Might without him moving a finger and Bakugou most likely destroyed as well.

Well, most std can be cured, unless he get HIV or AIDS, that will be sure slow killer. Hope he's taking Prep treatment

I always thought that any medical personnel have unlimited access to quirks especially those who evaluate kids that first activated their quirks. I thought that is a very easy way to get samples (like Himiko Toga, grab enough blood samples and she can shape shift to anyone she wants with no one the wiser).
This is a good plan by the doctor and All for one. no need to look for quirks the people will just go to them without any idea.
also, they can observe those individuals with interesting quirks and can plan how they grow up and create a scenario that will entice that individual to join them.
