also for the record i know that's just another way of saying "the government got paid to look the other way", but when the government can't do its job (as a result of incompetence or corruption or whatever else) it's time to get the public involved. i mean they have the makings of a great human interest story right at their fingertips. whenever The Man tries to sweep something under the rug that means it's time to make a scene. they don't want something in the public eye? well, it'd be a real shame if the people they're trying to dismiss turned this into a household topic.
that applies irl too- if you're in a situation where someone in an authority role is trying to dismiss an issue or trying to keep it internal, make! a! scene!!! they don't want people to know? tell everyone who will listen! put them in an uncomfortable position and let them know that you aren't going to just let them breeze past this.
there's power in numbers and community and that's especially true for disadvantaged groups. you don't have to just stand there and take it if someone's treating you unfairly. there's a butterfly effect to it too- if someone in a position of power is already under scrutiny for discrimination they're usually less likely to do it again since there'd be even more serious consequences
