Shishikura wants the big party, that’s what he was sad not to have. He said he wanted to see their friends and family together and celebrating. You can still have that to celebrate your relationship without actually registering to be government approved. Kotani could have his reasons for not wanting the paperwork done, but he still wants Shishikura to have the celebration he’s always wanted
