Even though I want Tooru to say those three words, I understand where he's coming from. He's afraid of tying Katsuya down because for the longest time, he's been doing everything for Katsuya's growth. "I love you" are pretty heavy words, and it's nice that even if he can't say it, he does things to get the message across. There's beauty in it and it is also sad, but I think it's just fit for the manga's whole atmosphere.
I read this a few years back and only now did I realize that Misato was actually referring to his subconscious sexual inclinations as "masochistic" and that he thought Kasukabe was "the opposite" meaning "sadist". It's an actual gentle S&M omg. How did i not notice this before!
