Okay, so after reading a lot of comments I came with the conclusion for myself that the sister probably is obsessed with her boyfriend. To me, it makes more sense. She uses her brother as bait knowing that her boyfriend is in love with her brother, but she's so obsessed with him that she goes with the flow. That also explains why she only looks at her brother with that dark creepy gaze instead of the boyfriend, because she knows that he's a huge threat to her love life. Of course, I wouldn't be surprised if she actually has a brother complex. What do you guys think?
