Seems that losing Titans to Paradis weakened Marley in the eyes of other nations, who were tired of their imperialistic moves, so they worked on technology and gathered allies together (like WWII had allies against the Nazis, and Marley is like the Nazis with Eldian-slaves like the Jews being put in ghettos, tortured, murdered, used in experiments, etc).
So, the Allies figured out weapons that could take on the Titans, and the Marleyans use Titans as bombs from the air. But the war---though Marley won technically--took its toll (ruined cities) and the mental war is still on. The Allied nations realize that the age of Titan power is passing, and Marley's loss to Paradis (of Attack, Colossal, and Female Titans plus their 32 ships) is a P.R. disaster for them,making them look like weak losers, since they pride themselves on being masters of the Titans.
Zeke suggests they make an effort to get back the Founding Titan (for control of all titans), in an effort to regain clout and honor and psychological supremacy. (But Zeke seems to have a secret that even the Marley overlords don't know, but whoever inherits Beast Titan will learn).
Since they didn't show Paradis, I am assuming that Hange and the others have accessed the technology in those ships that never returned and have refined their own anti-Titan weapons over 4 years. I expect they are ready to take on the next assault.
But page 36 shows a mysterious person with dark hair watching REiner and the "kids." This person had dark hair and the Eldian armband on the wrong arm.

If it does have a future, i hope that the seme (i'm assuming he's the seme since the MC seems to identify as a woman) ends up falling for him like an idiot in love. I want to see him lose his douchy confident guy composure.
