I feel like the story is becoming sloppy because Kayla is becoming weaker and can't really think right. The Kayla they introduced is the one who has a strong mentality and focused on her goals.
She's literally underestimating the queen and her authorities, The empress has more power and connections compared to the emperor, so It makes sense if she has a strong army or forces

I find it realistic that she has doubts or weaknesses even after time has passed. Yes, she is still a good fighter but years of trying to lead her entire clan away from drama and threats has to be draining. She also can't predict the future anymore after too many things changed from the book (including Astaire and her own family members). She can't make hasty decisions or take risks by assuming things, which means she needs solid proof or to take things slowly. She's tired and unsure at times but that doesn't translate into weakness.
