Umm, well Gyoon clearly thinks he CAN do something since he told Soohwa to come to him if his little brother ever starts messing with him. But, whatever he can do is quite possibly not good enough to keep the little brother away forever, mostly because his own relationship with his mother is obviously bad and she's on the little brother's side (she'll keep covering for him no matter what he does, and he's obsessive so he'll just keep doing what he usually does).. and also because, even though Gyoon has a terrible personality, he's not exactly a psychopath, but his little brother IS, (again, an OBSESSIVE one at that)..If we consider that the power the little brother has is more than Gyoon's (because of their mother), then Gyoon will never be able to completely control his little brother's actions.
