It's an adaptation of a Webnovel and for stable income sake they love to stretch the story so it doesn't finish too fast since they usually post one chapter a week. I'm pretty sure the author put several "romance" scene with Chunyoung early to keep the readers stick around to see the climax of that romance (confession etc). To spice things up decided to not make him end game since it would predictable I think.
I read from spoilers and comments ages ago that Korean readers theorized that the author's favorite character was Chunyoung and was pretty much bias about him. He's also the chara that doesn't drastically develop yet has many scenes and background and slice of life scenes. Anyway some said the author didn't want him to end up with MC because of they're their fav chara haha
