eh, the only problem i have with incest is when people have children together, adoption is fine but no real children that's a risk nobody wants to take. Haha. I was confused at first but I realised they had help with the undercover FBI agent William. Sword gave information to William about who the main drug trafficker is which happened to be Mutou. The rest about Mutou also being involved with the murder of Cecile you already know. Because of this information and Sen being innocent as well as Sword being cooperative, William devised a plan to get those two out and wipe their existence from the world. The fortune cookie which Sen had towards the end that said ''Death'' was an indicator that the plan was about to be set in motion. ^-^
