from what I gather so far, empire rank ≠ individual emperor strength. It seems to be more about the synergy of the empire overall that made them clear the highest number of levels. Tbf there has been little action so we might just have to wait and see.

Considering the "friend?" Was the author and the og story was more on romance the friend most likely based the story setting where they live, since the areas are same the the only thing that probably really changed is the main characters/side characters coming into existence.
