If you read previous chapters, Tia said that Craney is intelligent and he will eventually go to academy. So she will wait him until he's ready. Out of all her cousins, Craney is the most suitable head tho. Larrane/Lorraine will be married to the East heir, the twins aren't interested to the position. Why it does'nt feel like its cirrus was the one whose talking on the phone , like even though its skylar he was talking to, he still have that bratty attitude but at the same time its intimate but in the phone call this chapter, its pure intimacy , to the point you will think that they're in a healthy relationship when they're not.
