His memory loss was fake scenario. It happened after they got into car accident. Panther was hospitalized a bit and cleared with temporary memory loss condition.
I think at first ML thought MC will recognize him. That's why he forged his own identity & character at the beginning as president Yoo's lover.
He worked under MC's was part of his plan to get closer to MC. Nothing to do with his business or revenge.
The story abruptly changed after he noticed his target is up onto something. That's why he no longer stay hidden I think.
I know this is confusing because the plot is not plotting
