She doesn't want to fall in love, since she apparently feels like she doesn't have a right to 'love' another guy since she died and left (I believe) her Boyfriend? behind (though it couldn't be helped)
I think it's more her breaking her own heart rather than Leo.... he does make it harder when he keeps.... how do I say this.... acting like a child, innocent to romance but old enough to know he doesn't like others crossing the boundary (like thoughs nobles with ulterior motives and maids).
I think Leo likes her and may grow to love her, but won't know it till it's too late. And I'm sure She won't make advances towards a 'love' life.
I think ch. 4 shows she wants a family though. and Leo granted her that, she wants to love and care for someone rather than be cared for (since she doesn't know how)
I'm sure this will either be a quick story, only a few volumes OR a very long story (prefer the long one myself .... if it keeps up this pace...or a regular one ^^')
Something's gonna have to give to force this story forward and there are a few possibilities and Lily having a mental break down maybe one of them (since she has low mana and may get nightmares or revert entirely back to her 'other world' persona) or someone will get physically hurt (accident or protecting someone) or some rival shows up (maybe both a male rival for Leo and a girl rival for Lily)
who knows maybe the author will surprise us, but I think the answer to your question is Lily's breaking her own heart trying not to fall in love... avoiding love, and living and taking care of a handsome innocent guy like Leo just adds to her ....troubles on love (since a candidate is in front of her) and she has the responsibility of having a daughter with him as the father... thin...very thin boundary lines here ^^'
